Management Accounting Software

The ASMS Client application provides the user with the capability of managing fee structures and to process billing activities with an integrated accounts receivable package.


Fee Processing

As part of processing an application for new service, the system will calculate a nominal license fee, based on the Standard Fee Table maintained by the system, the technical and administrative characteristics of the application being considered, and the fee calculation formula defined by the customer. A qualified system operator who enters the applicable fee values in accordance with the pricing policy of the user updates the Standard Fee Table periodically. The fee calculation may take into account some or all of the following characteristics of the license application: type of station, class of service, frequency band, size of service area, geographic region, power and/or bandwidth of transmission, number of stations in network, and time of operation.

The fee calculation and processing are capable of the following, when authorized by authorized user personnel:

  • Automatically apply and account for tax on each invoice.
  • Automatically generate, sequentially number, record and print an invoice for each license, certificate and/or User service.
  • Support manual generation of an invoice.
  • Support line item adjustments of an invoice.
  • Support cancellation of an invoice.
  • Support records of payment and/or prepayment, by cash or check, against any number of invoices.
  • Support handling of non-sufficient funds checks.
  • Issue a payment receipt whenever a payment is received.
  • Issue a reminder notice to applicants or license holders when a payment is overdue.
  • Support refund of payments or prepayments.

 

Accounting Processing

The TCI 710 ASMS includes an integral, Accounts Receivable financial package that can handle the accounting associated with spectrum management activities. Access to the financial package, financial transactions and financial data files is controlled by a separate security access level, so that only appropriate personnel will be able to review and audit the financial data independently of the rest of the system. The accounting processing software supports the following functions:

  1. Once the amount of fee is recorded in the database, the financial processing of the account is executed by a simple accounts receivable package which maintains a user definable chart of accounts and supports the following financial functions: produce invoices, process payments received by cash or check, process early payments, process inter-account fund transfers, process refunds, and produce financial reports. This financial package is consistent with generally accepted accounting practices.
  2. Invoices are produced and printed periodically by a qualified operator, and are mailed to the client. These include invoices for initial payment, for license renewal, or for changes in the license or in the fee structure.
  3. Payments are processed periodically by a qualified operator, who enters the license identification number, confirms the identity of the client, and then enters the amount received and the form of payment in the database. The system automatically records the date and time of the payment, and identity of operator. Late or incomplete payments will result in a new invoice for additional payments or penalties.
The database stores the financial transactions and provides the following:

  • Records invoice payment and payment distribution.
  • Records client cash and/or check payment.
  • Records client advance payment.
  • User-definable chart of accounts and other financial transaction codes and procedures necessary to maintain an independent and auditable ledger facility related to licensing activities.
  • Support general queries, including client account detail, invoice and payment records, outstanding client balance, past due accounts, and fee payment histories.

Typical financial reports produced by the system include an account summary, account posting record, account detail, fee collection reconciliation reports, outstanding customer balance, past due accounts, and fee payment histories for individual accounts.
